赞比亚时间1月21日，赞比亚矿业监管委员会主任Thomlinson Hara博士一行到NFCA调研考察，并开展座谈交流。受公司董事长王晶军委托，总经理姚高辉热情接待了Thomlinson Hara博士一行。公司副总经理徐来祥、张鹏飞，法律外联部、供销部负责人等陪同调研。
座谈会上，总经理姚高辉对Thomlinson Hara博士一行的到访表示热烈欢迎。他强调，NFCA始终秉持依法合规、可持续发展的经营理念，严格遵守赞比亚各项法律法规和行业监管要求，持续加大在安全生产、环境保护、社区发展及雇员劳动权益保障等方面的投入。他表示，期待在矿业监管委员会的指导下，进一步加强沟通协作，实现政府监管目标与企业稳健经营实现良性互动、共赢发展。
Thomlinson Hara博士对公司的热情接待表示感谢，并重点介绍了矿业监管委员会的组织架构及职能。他指出，矿业监管委员会整合了矿业部原矿山安全局（MSD）、地籍局（Cadastre）、矿业发展局（MDD）等部门，并依次设置Director General、Director、Manager和Regional Coordinator。矿业监管委员会具体职能包括采矿及非采矿许可签发、矿业开发与生产合规巡查、矿业技术标准指导等，涵盖矿产从生产到销售的全过程监管。他强调，矿业监管委员会的设立，是为了推动矿业行业的合规经营发展。他对NFCA在投资建设、安全环保、员工培训方面作出的贡献与努力表示感谢，并要求NFCA在生产管理中做到“Safe Tonnage, Safe life”。
来访期间，Thomlinson Hara博士一行实地参观了公司员工矿山技能培训学校、炸药垂直运输系统及东南矿生产控制中心。参观结束后，Thomlinson Hara博士一行与公司管理层进行了深入交流。Thomlinson Hara 博士对NFCA在智能化、数字化建设方面的成效及员工技能培训工作给予高度评价。针对公司管理层提出的MSD、ZEMA等机构与矿业监管委员会的关联问题，到访团队进行了细致解答。双方还围绕NFCA地下水治理、原矿品位把控、回填技术应用、纠纷处置及用工人员流动管理等事宜，展开了充分的沟通与探讨。
On January 21 , Dr. Thomlinson Hara, Director of the Zambia Mining Regulatory Board, led a delegation to conduct an inspection and symposium at NFCA. Entrusted by Mr. Wang Jingjun, Chairman of the Company, Mr. Yao Gaohui, General Manager, warmly received Dr. Thomlinson Hara and his entourage. Mr. Xu Laixiang and Mr. Zhang Pengfei, Deputy General Managers of the Company, as well as heads of the Legal & External Relations Department and the Supply & Marketing Department, accompanied the inspection.
At the symposium, General Manager Yao Gaohui extended a warm welcome to Dr. Thomlinson Hara and his delegation. He emphasized that NFCA has always adhered to the business philosophy of law-abiding, compliant and sustainable development, strictly abided by Zambia's various laws, regulations and industry regulatory requirements, and continuously increased investment in safe production, environmental protection, community development and the protection of employees' labor rights and interests. He expressed the expectation that under the guidance of the Mining Regulatory Board, communication and cooperation would be further strengthened to achieve positive interaction and win-win development between the government's regulatory objectives and the stable operation of the enterprise.
Dr. Thomlinson Hara expressed his gratitude for the warm reception by the Company and focused on introducing the organizational structure and functions of the Mining Regulatory Board. He pointed out that the Mining Regulatory Board has integrated the former Mine Safety Department (MSD), Cadastre Department and Mining Development Department (MDD) of the Ministry of Mines, and has set up positions of Director General, Director, Manager and Regional Coordinator in sequence. The specific functions of the Mining Regulatory Board include the issuance of mining and non-mining licenses, compliance inspections of mining development and production, and guidance on mining technical standards, covering the whole process supervision of minerals from production to sales. He stressed that the establishment of the Mining Regulatory Board is to promote the compliant operation and development of the mining industry. He thanked NFCA for its contributions and efforts in investment and construction, safety and environmental protection, and staff training, and required NFCA to achieve "Safe Tonnage, Safe Life" in production management.
During the visit, Dr. Thomlinson Hara and his delegation visited the Company's Staff Mine Skills Training School, the Explosives Vertical Transportation System and the Southeast Mine Production Control Center on the spot. After the visit, the delegation had in-depth exchanges with the Company's management team. Dr. Thomlinson Hara spoke highly of NFCA's achievements in intelligent and digital construction as well as its staff skills training. The visiting team gave detailed answers to questions raised by the Company's management regarding the relationship between agencies such as MSD and ZEMA and the Mining Regulatory Board. The two sides also conducted full communication and discussions on issues such as groundwater governance, raw ore grade control, backfilling technology application, dispute resolution and labor mobility management of NFCA.
